Do you need your parent to sign a waiver to get a piercing?

We want to get a piercing without our parents there because they have to work...do they need to be there? We are fourteen and we are planning on going to Claire's in the mall. We have our parent's permission and everything, but can we get them without a parent signing a waiver?Do you need your parent to sign a waiver to get a piercing?
