Can you be a foster parent if you get both Medicare and medicaid?

My husband and I do foster care and have for many years.A friend at church would make the very best foster mother.We were wondering if she could be in the program.She also gets food stamps. She would just take newborns because she cant lift more than 25 lbs.Can you be a foster parent if you get both Medicare and medicaid?
Her income isn't usually considered because they give grants for the care of the foster children, as I'm sure you already know. They will consider things like house size and ability to care, but as long as she can financially support herself and can keep her home there shouldn't be a problem. Have her give them a call. Yes, I know a few people who have both that are foster parents. They do a background check and there is alot more involved in the process than that usually.
it would depend on other factors, but yes, she can based on just those factors.
