Well, maybe consider getting a different type of dog. Maybe your dad doesn't like Chihuahua's so you could consider getting a Jack Russell or any other small dog. You can show him that you would be responsible enough by feeding/watering/walking your dog. You could get the dog from a rescue center for free or for a low price. Tell him you want a dog for these reasons and because 1. it would make a great friend or your current dog. 2. It would teach you responsibility. I just thought of something ... maybe you could foster or go to the animal shelter and play with the puppies. Bring your dad and show him all the cute dogs.
Having two chihuahuas is a huge responsibility. You might want to show your dad that you are willing to take care of the second dog by taking good care of the first dog, along with the two cats.
